Do we just not play him any more? When they made the dragon's basics not count for the block, he had no way of doing that early. (Unlike champs with insane sustain, who can do it at level 2 and win any trade)
Is he supposed to be an early gank jungler? Or just not go jungle any more?
He's still a strong jungler, just outshined a bit by the devourer hypercarries. He's an excellent duelist and early ganker, has a great bot lane gank tool once he hits level 6, and if you build a couple tank items he stays relevant throughout the whole game.
He counters Lee Sin jungle at every stage of the game, and crushes assassins. There just happen to be other junglers who are more FotM right now (if you pick him against Shyvana, you're going to have a bad time)
I just learned him out of the jungle. He's still good. He's a strong early game ganking jungler that then builds off tank or full tank as the game progresses. You can stay full health with your first clear if you juggle your passive and krug stun well. He has the highest base movement speed in the game (tied with Yi), a point and click gap-closing stun, and a lot of damage with guaranteed crit below 15% max health. He falls off mid-late game damage wise, but your goal is to win insanely hard early-mid game and set your lanes up for success. His ultimate is amazing too. You can gank mid lane, and then counter gank with your ult wherever the enemy jungler shows. There are only a few other junglers that can make that work effectively! Hope that helps.
I've seen him quite a bit lately top, haven't seen him JG at all.
