Can Draven's Q hit twice with Sated Devourer?

It is not worded as an 'on hit' effect, which is what Sated devourer applies. Jax & Kayle have examples of 'on hit' effect damage built within their kit.

Draven Q does not fall into that category, same thing with Lichbane or Nasus Q.

No attack modifier ability that is consumed on the next attack will double proc with Devourer.
