You know what is broken? Riven

I think it's because her diving patterns tend to be a lot more dangerous to herself than if say, Zed was to dive, or LB, or seemingly every assassin that isn't Talon and maybe Rengar. If she wants that kill, she has to spend all of her cooldowns unless she's very ahead. That leaves her right in the enemy team, if a teamfight, or right on top of the other person in case they lived and can fight back. A very dangerous proposition for anyone, especially if they're mêlée only and squishy to boot.

She also doesn't build defensively, getting maybe one or two defensive items. So while her shield is larger than Shen's numerically, it isn't actually much more effective. It's literally "just enough to operate." Plus, Shen isn't in a great spot right now - I don't really know why you compared her shield to Shen's, whose shield won't really scale throughout the game as opposed to Nautilus or Sion, both of whom have shields that do scale, and they build defensively, meaning their shields are as big, or bigger, than Riven's, and far, far more effective.

But seriously: Given her role, if she didn't have decent damage and some sort of survivability with her kit, she'd be outright useless. Not even "balanced, but weak", no. She'd be useless.

I hate Riven, too, but there are reasons for her design and numbers.

Riven's Q's 1st and 2nd slashes deals, at minimum, 10+10+10(=30) to 90+90+90(=270) damage (not including bonus AD). Assuming all of them hit, and its also not that much at all.... 6 second cooldown. Now, I also want to know why she also gets more of a shield than Shen. Sure, her minimum is from 90 to 210 and Shen's is 60 to 220 but that doesn't change the fact that she if she has 210 attack damage, she gains a 420 shield, yet if Shen has 220 ability power, he only gains a 352 shield. Shen isn't even going to even be building AP since he's a tank so why is this? Riven has waaaaaaaaaay lower base defensive stats than shen, why keep comparing 2 completely different champions with COMPLETELY<- different roles....

thats not how balance works, shen doesn't have to burst multiple people with 1500 health and all casting abilities as well as being a high priority target in almost every teamfight, riven has a better shield because if she didn't have one she would have to build really heavy tank and not be the same champion.

Lets take a fight, riven E Q(3)'s in, with flash from a bush and hits the enemy carry, instantly kills her, then what? has to wait a few seconds to E out, 400 health, likely if riven didn't wait for the CC or this is was subplat elo, then she would've died instantly, maybe not even getting the kill on the carry. The big shield doesn't matter if you get hit with 2000 damage instantly when you actually play league of legends, not final fantasy or whatever you are trying to balance...?
