It's becoming more and more evident....

That RIOT, and LoL, is being heavily mismanaged. From the client upgrade actually being a downgrade up until recently, with it still having many assorted bugs. The runes change ruining many aspects of play, from laning, through to snowballing. Several rework reverts. Like the list goes on, but as the weeks roll on, champions who do not need attention, get attention. Buffs and nerfs are made to champs willy-nilly and sometimes nonsensically. Skins themselves are almost never an issue, and seem to get more attention than bugs.

Now, we enter a point in time where it seems that riot starts something, but doesn't finish. It's been so long, and we haven't had any changes made to the resolve tree to better accommodate its users. TFT looks like a mess according to the reddit and boards posts (I don't play it) Now we have the new death recap that is - somehow, miraculously - more broken than the last one, which has also unintentionally ruined many aspects of the game through the ancient memed spaghetti code.

Underfunded? Poor management? Bad resource allocation? Why is a games company that lost 700 million dollars in revenue - in less than 2 years mind you - behaving like there is nothing wrong? https://gamasutra.com/view/news/334636/Analyst_PUBG_outearned_every_other_premium_PC_and_console_game_in_2018.php Their highest grossing year of 2.1Billion dollars in revenue slipped to 1.4Billion in less than 2 years? And what exactly have we seen them do since 2018 in order to bring faith back to the product? Well so far we've seen some rework reverts. But that's it. They've gone on releasing skins like it isn't going out of fasion. There is nothing that points towards RIOT recognizing that the playbase is bleeding alongside their margins... and it's scary. I really like this game, and there's a lot to it, but it feels like quality of life is being degraded slowly. The game is becoming hungry for high spenders and glamorous gameplay, rather than genuine fun and a game for the ages.

This game is or has been the pinnacle of MOBA gaming for idek how long now, ages. I just hope it isn't also the death of MOBAs.

This isn't really evidence to support the theory that the game is going downhill. It's pretty apparent that the games playerbase hasn't shrunk but continued to grow. As to an explanation then for the lowered revenue a couple of guesses would be overlap between playerbases of LoL and other games might have an impact. Maybe people chose to spend their money on newer games but still continue to play League of Legends. But I think it's more of a sudden dip that year for other reasons we just don't know. https://www.superdataresearch.com/worldwide-digital-games-market/ As you can see League of Legends is back to being the top earner of all PC games and Fortnite has fallen behind even Crossfire (which I cannot believe is even still a game...) Also the link I gave is also the source for the article linked by the OP.

Basically it still seems like League of Legends going downhill remains a myth.
