Certainly less so than Riot employees. You have to go to the updates manually - https://boards.na.leagueoflegends.com/en/myupdates .
Updates are available at the usual page as stated above, but mod messaging is actually broken. If mods remove or edit a post, they aren't able to communicate this fact to the user, much less provide some kind of explanation. But they still are removing stuff and handing out punishments when necessary (although some mods aren't... basically random enforcement), as people discover when they are suddenly blocked from posting for no apparent reason.
It's such a mess it's actually kinda funny.
