Anyway Riot can terminate my account?
Just want to know if riot can delete my account
Despite me spending who knows how much on skins ect I want this game gone so I when I quit I cannot return to it despite my urges to play it.

why do you want to quit this badly? and yes they can do this for you contact their support
I believe you can do that by sending a support ticket
I don't believe there is a way to have them delete your account, nor do I think they will do it maliciously or as punishment.
However, .. if your account is suspected to have been accessed by someone else, they will lock it, .. but unlocking it at that point is very difficult.
You may be able to have them lock it temporarily at your request. Submit a support ticket.
