Zed's ban rate isn't 87%.
@Riot Zed is going to keep his 87% ban rate forever if you dont rework him so he's not an infuriating piece of shit to play against as there is no real counter to his kit if the guy playing him is really good.

His kit needs a rework to be less frustrating to play against over all. He isn't super strong. He is good in the right hands against the right opponent but so are many champions. He is just really frustrating to play against if the player is good therefore nobody wants to play against him. There are many champs like this.
Some champs can be played really well but still be beatable while other played right are so frustrating to play against you just want to break something nearby. Its why non sona players hate sona. Its why non Riven mains hate playing good rivens. Etc etc. When was the last time you heard "Man I hate playing against those good Nunu players there just isnt anything I can do against them!"
Zed is still in a good place, he's very rewarding if you use him properly. Keep him as is.
His ban rate has already reduced. Still very high, but it's falling.

first of all his win rate is 45% which is below average so if anything they would buff him second his ban rate is 63% which is above average. Like you say you have to keep your ult for zed but talon has a burst ult that is aoe akali can just stick to your adc like glue, katerina one shots your team. Right now zed is in a bad spot and is only teir 2 only really good zeds can play him right they made it so not everyone can land 1 Q and deal a ton of damage.
