In what universe is Lucian a Hyper Carry? I can think of numerous adcs with far scarier late games than Lucian. 
He's only an assassin if you build AP mate.

Incorrect. He's being nerfed in 6.11, IIRC.
The best ADC in the game right now is Ezreal, with Lucian bringing up a close second place.
