I see all these jokes about "report the jungler for not ganking"
But if not gank,what does the jungler do? Farm and invade? Secure Dragons?

we junglers invade, secure dragon, objectives, and farm. we don't gank when you push your lane to far or if your lane is really fed we farm to try to get ahead so we can do a good gank aka carry you because you suck and cant even hold your lane and not feed. as a jungler i hate laners learn the jungle before you hate on us.
A jungler needs to apply pressure, either through objectives, ganks, counterjungling, or farming like a madman (which should only really be done if you play Udyr or Yi, or can't do the other three things).
Ganking isn't just the jungler's responsibility, however. If a laner wants ganks, they need to not overextend, keep their lane warded and/or clear wards if they are able, not steal the chicken camp (wolves, krugs, or whatever your jungler is fine with, but leave that camp alone!), and follow up on a gank that they requested. Had a Vel'Koz literally stay at turret with full health after I ganked his lane in response to his "help me!" ping (I react fast to these things, I don't waste time as a jungler) and did nothing to help me. Junglers don't have income like laners, I'll get outbursted if I solo a midlaner without help! Suffice to say, I did not allow him blue buff until he could prove he could actually help out, and then afterwards we got along just fine.
Do your part, and the jungler can do their's.
Some junglers (Nunu specifically) have a bigger emphasis on vision/ objective control than ganking. I guess some people could still be focusing on counter jg, but of course it's not very common right now.
The only reason I could think of that a jungler wasn't ganking was if they're playing a farm-heavy jg like Diana that can't really gank pre-6, or if they're busy trying to keep another lane ahead or prevent losing the lane. I suppose it's possible that a good ganking opportunity doesn't pop up--which could only happen if all three lanes were pushing hard--but that's incredibly unlikely.
I think 99% of the time that a lane doesn't get ganked it's because that lane 1) keeps the enemy pushed under turret all the time, 2) is already ahead while other lanes need help, or 3) one of the jg's is focused on helping a specific lane. When that happens, the other jg has to step in as well to prevent someone being pushed out by a regular 2v1. It's hard as a jg to try to push a lane advantage when someone that's struggling is calling for help all the time. The jg is much more likely to get blamed for a lost lane in solo queue when they're trying to help someone else snowball. Because people start throwing blame around so quickly over a loss, it ends up being less exhausting to do damage control and skip the whining than it is to push an advantage.
i had the best example of this in a great game i was sej and our bot was being destroyed so i focused my ganks bot our top had top pushed all game and mid was mostly just a farm contest lol and we end up winning and we get to the screen after the win and top and mid both report our jung for not ganking mid and top yet we won and they were both on killing spree's what did i do wrong??????
i guess so, but the enemy jungler does that, and ganks so.
