Pre season won't be up until patch 4.20 (blaze it) hits. This is just server maintenance atm. the 4.20 (blaze it, I have to sorry) was SUPPOSED to come out tomorrow morning (like at 5am PST). But since the maintenance is taking so long, they might just add the 4.20( summoner 14 ) patch to the maintenance patch as well.

Season 5 Starts on the 29th of February,I do believe that is it. You can however improve your skills and Q up for ranked now for if you can go up a tier or few divisions you can get a better placement next season.

It scaled your AD with your HP. It basically bounced between OP on bruisers but balanced on tanks, and completely worthless on everybody. Eventually they just decided to let it be worthless for a while and now removed it.

Or at least, that's the impression that I get. I know it gave you AD proportional to HP but the rest is conjecture from second-hand knowledge.
