Question about health and shields

Are shields considered health for passives?

That is, will Dr. Mundo get less bonus AD from his E if there is a shield on him, or Olaf have less AS from his passive?

I remember shields can't be used to cast from HP, but not this.

No, shields aren't considered health.

This matters a lot when Pantheon's dealing crits with his Q and AAs despite a large shield (e.g. Riven, Sion, Shen) because their actual health is below 15% no matter how big the shield is.

So let me clarify something: Shields do not count as health so any effect that applies to health will not apply to shields. However, shields are affected by resistances so physical/magic dmg deal to you by the enemy is reduced by resistances before it deals dmg to your shield.
