Im getting 24 lp every win
and only losing 12-16 every loss. Does this mean its trying to make me higher?

Precisely. Your MMR is higher than your division, so you get better LP gains to help move you to the division appropriate for your MMR. It'll even out once your MMR and division are in the same spot (whether by promotion, demotion, or failure to go anywhere).
