Restrictions will be reset in 5.18...?

I read also that people who were suspended will NOT get a clean slate. I just got off a suspension and it automatically gives me 35 ranked rest/75 chat rest when it ends. Will these restrictions be wiped and i can play ranked again or will they not since i was suspended?
