I mean they basically made it so he has to build every fucking stat in the game to be viable but what should I be building?
I play him every once in a while and try different things but it's what's the best build for him?

Thats the problem with Skarner. You can build him so many different ways, but he isn't spectacular in any build.
One thing is certain about his build though: Buy 
or die.
movement speed/tank your job is to ult someone then pull them back as far as possible
He isn't. You don't play Skarner nowadays. He isn't good. There is not a single player in NA, EUW, or KR solo queue making Skarner work in master/challenger ELO at the moment. Very telling.
