Today a leaver / griever told me that reports won't stop him from playing and that they're meaningless. I trust Riot to do the right thing. But as I looked at his match history, 20% of his ranked games have looked like this since February of this year... how many matches does he have to ruin before getting an intense punishment?
The problem purely looking at end-game item builds is that you can't know if they just sold all their items and bought those tears in the final 10 seconds of the game. I played against a jinx who did fine in game and ended with 6 tears when they lost. On the other hand, theres no way to know for sure. So maybe if you send in a report ticket they can look into it in more depth.
Count the number of 0/0/0 games this player had before he stopped? ...or was finally banned:

they don't care about griefing and such, they only care about typing out "negative" things in chat. you can troll all you like and will never be punished for it.
I guess he's just a depressed guy, he seems to cry a lot.
