Play the players who are better than you. Watch what they do. How do they coordinate ganks, what items do they build, where do they ward. Even if you lose you can learn from them.

You still should be able to practice against people who are worse than you. Do you get every single CS? Do you always have amazing ward coverage? Do you always make the right dragon/baron calls? Heck, if you're really up for a challenge you could always handicap yourself and not spend your gold.

Probably the better option though is find some like minded people, form a group, and practice with them. If you are unable to find a team you like there are also soloQ tournaments that are held every day where you can find tons of good players to practice against (and since they are custom games it won't hurt your elo.)

play more normals and eventually you will play more and more silver players if you are winning

Are you doing placements for ranked? Ranked starts you in silver I think if it is a new account. This means if you're in placements then you are matched above bc the system hasn't calibrated your skill yet and dropped you. You can either finish placements knowing you are likely to lose and then work to get better playing ranked (I like ranked better so that's how I did to), or you can work on winning in normals until you are consistently playing against people ranked at the tier you want to be. Winning normals will put you against harder people. Normals have mmr just like ranked, but you don't see it or get ranked. Good luck man.

Watch your games afterward and look for mistakes. Watch with a higher ranked player and listen to their feedback on what you could have done better. Learn from it, practice (maybe you need to last hit better?), and then apply it in your other games.

You should love playing against stronger players. You're paying LP to learn from them.

You learn best by getting beat down. When you die, or lose, study your opponents decisions. See if you can rationalize how they beat you, and what steps you need to take to prevent that in the future. Just take your lumps and keep improving.

I think most people have weaker MMR in norms than in ranked because norms is the testing ground for a lot of people. So, you may still face up against equal players occasionally.

Though, you could try draft norms, where people tryhard a bit more in my experience. Or you can queue up for norms with higher ranked friends to change the MMR in your norm games.

I'll leave you with this. It helped me a lot.
