How to Counter Jungle Effectively

My counter jungle thought process is this.
Am I playing Nunu? If yes, counter, if no, proceed to step two.
Does enemy jungler seem mean? If yes, counter, if no, don't.
Which is why the Lee Sin who told me to get cancer last game after i killed him only got 2 buffs until his team surrendered. I was even nice and let him keep the two small monsters but he still yelled at me in post game chat until I ignored him.
I never thought about watching health levels though. Thanks for the tip. I might actually start doing it to non mean players too if i get an easy chance to do so.
