AP mages who sell sorcerers for another item for more dmg

is viable with this build. Do you know anyone else who can do good in deep lategame without boots?

Honestly, you can get away with it on pretty much anyone if you replace your boots with Luden's Echo.
Lichbane and Twin Shadows are also options, though you get significantly less movement speed.

Between your Q speed boost, the MS from Luden's and Lich bane, and the kiting boost from Rylai's Viktor can get away with not having boots late game, which lets him easily have 850+ AP.
Anyone who has high mobility like lb really don't need boots or champions that don't need to or can't chase anyone. I mean you're not catching anyone with swain unless you homeguard tp. boots or not. swain is freaking slow x.x
