Any tips to counter the new juggernauts?
Itemization. Champions. Etc.

people good at peeling and kiting are really strong vs them. Janna, Vel'Koz, probably Ahri and such.
I don't know who can stand to Darius/Garen in top lane since I haven't played into them too much yet, but they have the same issues with people who can fight them at range.
You shouldn't 1v1 them under any circumstance once they've got a few items. They do a lot of damage with only 1-2 items for offense, so you're not going to be able to outlast them
for Darius: avoid his Q's blade. You don't need to avoid the entire thing. Just don't let him hit you with the blade. If you're a melee who won't escape him fast enough, then walk into the handle AoE to cut his damage in half, deny him his heal AND deny him from stacking his bleed faster. He honestly won't be able to kill you unless he stacks up his bleed or he's build a LOT of AD instead of the usual Juggernaut build.
Mordekaiser: Build health and MR. Honestly, it's not going to be enough. Mordekaiser is an AD champion and he's insanely hard to itemize against now, but unless you're in melee range all of his damage is magic, and even then his Q will be mostly that. MR will do a lot better at cutting off the heal from his ult. He's the easiest to kite around, but he's easily the one who hits the hardest. Stuff like
would be better. Banshee's isn't going to do you much good as far as blocking any REAL damage unless he tries to flash cheese you.

Juggernauts are weak early game. You'll be able to take them out during the ban phase if you play it right.
If you can handle being useless in the early game Nasus and Poppy can actually make just as much impact as the juggernauts can since they both are insanely powerful in the late game. If you want to stall them and piss them off Alistar top lane can postpone Darius and Garen from being fed and with enough jungle pressure can actually shut them down. But if you actually want to outright beat them Fiora is your best bet against Darius and Shyvana against Garen. If you're a good and competent Shaco player you can mess with Skarner really bad. Otherwise Skarner has no counters, his pillar ranges are too wide. As far as Mordekaiser if he goes AD a Vayne can shut him down real easy.
Like others have said good peeling/kiting champs are going to be strongest against juggernauts. To go along with this good poke champs are going to be the best mids. Since juggernauts are bruisers assassins are weak to them since they can't usually burst them 100-0, unless they are crazy fed, so poke disengage are going to be strongest. For this i would suggest Azir, Orianna, Xeraph and Malzahar to be the strongest mids. All of them have good wave clear and zone control.
Azir- his soldiers have really strong poke and his ult can completely shut down any juggernaut that tries to get close.
Orianna- can greatly buff your front line tanks to make them almost unkillable while using dissonance and ult to peel for adc and zone controle.
Xeraph- has strong poke with slows and stuns to stop all-ins
Malzahar- has good wave clear and percent health shred on his W, along with a silence and a suppression ult that can stop and melt any juggernaut building heath/damage items like blackcleaver.
On all of these champions I would suggest getting a second item rylias after your mana item. Lissandras would be good too but is not as effective on all champions. For a champ that can build similar top I would suggest Vladimir.
I have had good luck against these guys as Urgot. The new Darius went down with minimal fuss. Garen I can keep from being fed and usually get his turret in the process. Never had a problem with Skarner, and Morde is a 50/50 shot that jg usually has a major influence on.

hf and bring a cup for the enemy's salty tears.
