Is it smart/possible to queue up without flash(aside from shaco)?
I see this a lot in my elo and see hecarim lcs players do this,teleport+ignite,so i want to know if any champions can survive without flash? EDIT: Ghost doesn't count.

it's possible but it puts you at a disadvantage, you'll just need to play differently. Like if you took ignite/exhaust you'd get the easiest laning experience every but you'd be more susceptible to ganks. Flash is extremely versatile in its usage, most other summoner spells are more limited.
Ezrael might be good with it, as he has his own flash. Lee Sin as well. High mobility champs in general might be able to do without.
You mention hecarim but not ghost... Hecarim often takes ghost I'm lieu of flash because they accomplish similar purposes but ghost helps his passive.
Several other champions prefer ghost as well; predominantly top laners who need to stick to their target rather than jump around, nasus being a prime example.
I've also seen a variety of Champions with built in jumps forego flash in favor of say teleport+ignite: eg jax. Or smite+ignite such as lee sin.
Finally I've seen more mobile supports (eg karma) run exhaust with ignite/heal/teleport.
Not sure what others go without flash but I'm sure there are other viable strategies.
Depends specifically on champion. Old example is Olaf, used to run JG with ghost/smite, same case with Hecarim, there are very few exceptions and I am sure I don't know them all or even some of them, Off the top of my head Olaf, Shaco, and Hec are the only ones I can think of.
Yes. It is possible, provided you're on the right champion. You tend to get camped a bit if you don't have Flash or Ghost, ]though.
TP+Ignite Hecarim is a common one. There is also a high ELO player who never runs Flash. Always runs Exhaust+TP on Sion, Exhaust+Ignite on Rumble and Exhaust+Ignite on Katarina. http://na.op.gg/summoner/userName=eyemthestron9est
Every champion can be played without flash, but it requires proper warding to avoid ganks. I will do this with many supports taking heal-exhaust for example. It also helps to rush boots.
I use Shen with no Flash and it works fine for me
