learn to have better mechanics so that you can learn to move in a dominant way that mentally makes the opponent play scared or not harass you as much so you can do that/farm/whatever you need to do.

In the mid and top lane, it's really important to push your lane only if you have wards around the river, or if your jungler is nearby in case something happens. Aside from that, your laning phase should consist of farming, harass, and maybe some solo kills. It's important to farm but it's also important to harass and zone your enemies. If the enemy decides to hit you with one or two autos, don't back away or ignore it. Trade one for one: if they harass you, you harass them back. Punish your enemy for everything they do. Don't allow them to get free damage off of you or free farm. Other than at level 1, you should always keep an eye out for YOUR own creeps and see which one is going to die first. Your enemy will move toward that creep to try to cs and when they do, punish him. (wow this is starting to sound like bdsm) Hit him with autos and maybe a few abilities. Keep doing this and he'll start to play safer and think a lot harder about whether or not he wants that creep. It's a win-win situation for you: he can either can harassed out, or lose cs. The only different thing you do in the laning phase is at level 1, you usually shouldn't harass your enemy, because you end up taking a lot of minion aggro. Also, ward often and practice your last-hitting. I'd recommend maybe taking the Butcher (?) mastery and maybe some attack dmg runes to practice last hitting in a custom game. Once you're able to get almost all the minions (you should have around 7-10x the amount of minutes you're in game) you can remove the ad runes and practice again, until you can farm well enough without any added ad or masteries (unless you're using an ad champ). Also, if you're having trouble in your lane, you can always ask your jungler to stay around for a while to create pressure. They don't have to go for the kill or anything, they could just stay around and chill and your enemy will back off, unable to cs.
