For sure max w second because it's guaranteed damage against enemies that are close to you. And against melee champs (especially the likes of yasuo with high mobilitiy) it's often worth maxing first just because your q is harder to land.
Be very sparing with your charms, make sure to line those things up before you use it because it's a decently long cd and helps so much. How good an ahri is depends very highly on how often she is landing her charms. I recommend even if you're a smart-caster play a number of games without it on just to get in the habit of taking that extra time to aim.
Position carefully. You are squishy and have decent range so try to skirt the edges of teamfights. Since you have that nice ult there's no excuse for not being right where you want to be. I feel ahri is a fun mix between mage and assassin where you're very bursty on basically one target but still have some nice range. Stay back, and stay safe, you shouldn't be diving in hard.
Try not to forget your passive. It's actually quite helpful i used properly.
Have fun playing Ahri :). As confirmed by the EU casters, if the matchup has an ahri in it, it can be labeled "skill matchup".
I think that Charm should be maxed second since it does more damage, increases the CC length, and scales better.
Use ult to position for a charm. It's risky if you miss the charm you kinda just wasted ult, but it's how i get the majority of my kills in lane. In team fights you can engage deep to pick off a back line then zhonyas and still have an ult charge or two afterwards to get out.
I always max W second never really tried charm because W will guaranteed get the damage off whereas charm can miss.
I always max her W second because it gives more damage than charm. (REMEMBER TO GET CHARM AT LVL 2! You never know when you'll be ganked by the enemy Jungler!) When your passive is up, try using your Q on a minion wave or a jungle camp, it's an easy way to get back HP.
I used to main Ahri and she was a really fun champ, just not as viable now imo. Her q allows for some great wave clear and you can harass easily, if you're able to hit your enemies with your q's follow back, since it does true damage. Her ult can be used both defensively and offensively.
One of the main downsides of using Ahri is her make or break laning phase. If you don't have blue buff or mana potions, you will run out of mana easily so I try not to farm with q and just harass with autoattacks. If you come out ahead in the lane (meaning you have at least a solokill, or an assist from your gank) then you have the potential to roam and get more kills and carry. However, if you give a kill or two to your enemy, you'll become pretty useless late game if you don't get fed. Also, Ahri is ridiculously squishy and you should never go all-in during team fights. Stay close to your support or someone on the team and just deal out damage from the back lines. Ahri can initiate fights with her charm, or use charm to delay damage from the enemy adc or apc during a fight to give her team an advantage.
If your ult and flash are on cooldown and you're being chased, you should send your orb backwards, towards your enemies and run away with the extra movement speed.
Remember to ask your jungler for blue whenever it is up (be nice about it, they don't have to give it to you.) and play safe. Also, you'll want to use quick-cast (if you're not used to it, you should check the option to have the range indicator to help out) since it helps you burst easily and quickly.
And since my client is patching, I guess I'll add some tips against specific champs:
-- Zed is a very good champ mid-late game. His shadows can juke easily and his death mark is freaking bull. He's kind of an even match-up against Ahri, if you can play safely but not super passively. He is melee so abuse that and try to zone him away from your minions and deny him as much farm as possible. Usually, if he's being zoned, he'll use his shadow shurikens to farm and poke. If he doesn't have his shadow out, dodging those shurikens are so easy. Be wary of when he uses his shadows because once it goes on cooldown, not only can you freely harass but you can even pull off a gank because he won't have much of an escape and will be forced to flash.
After level 6, wait for him to use death mark on you. Once he finishes his dash, stop him from doing more damage by immediately following up with a charm. This takes a bit of practice but is very worth it, if it can save your life or a teammate's. Keep track of when he's in lane and if he roams or backs. Zed will often roam to bot lane and pick up kills and end up ahead of you once he returns to lane. If Zed roams, you can either roam too or take this opportunity to push your wave and get some hits on his tower. Remember that every time you get a kill or if he's on a different part of the map, you should get an objective along with it (dragon or tower, etc)
--Leblanc is a very mobile champion and similar to Ahri. She has good poke and burst but is extremely mana hungry early game and is squishy as hell. I actually main LeBlanc and I've found that I can easily juke Ahris and just sh-t on them. Playing AS Ahri, you should harass often with q and autoattacks and save your charm. This is basically a patience battle and you're waiting for Leblanc to mess up. Have your jungler gank once she uses her w because she'll have no escape and will either die, be forced to flash, or have to go back to base, giving you a window of time to back or push and farm hard. Also, if the person playing Leblanc uses w to dash to you in a straight line, they probably suck d-ck at her, The moment she dashes, send out your charm and burst her out. Don't ignite until you're certain that you can commit enough to be able to get her really low and kill her, because if she doesn't die to ignite, she will end up with the ignite advantage. Also, if she throws out her Sigil of Malice (her q) and marks you, make sure you back up a bit, so she won't be able to follow up and proc it. It does a lot of damage early game. If she w's forward to either proc it or use her chain, if there are no creeps around, send out your charm or w. Make sure that if she harasses you, you return the damage or else she'll be able to get free damage off of you.
Once you hit level 6, you can chase her really well if her ult and w are on cooldown. Still, be wary of her because once she hits her power spike (morellos, rabadans, and void staff) she can chunk a lot of damage with her q-r and either a w or e to proc the second mark.
--Annie isn't played a lot in ranked as a midlaner (people use her for support a lot) but she's a really good champ and is extremely bursty. Avoid going all in when her stun is up. Try to bait it out, close to your turret. You outrange Annie by a lot so take advantage of that and freely harass. If she chooses to go up to your turret to use her q to stun, follow up with a charm and trade the damage. Be careful when she hits level 6, because she can stun with Tibbers and he does do burn damage (like red buff or ignite).
---I would not recommend choosing Ahri into Fizz, because he can easily juke your charm. Play safe and keep him at a distance. If he chooses to jump to you, use your q on him and charm him towards your turret. Be very careful around his ult. Try to dodge it, or stay out of range when it hits you (such as under turret) or if you have it, use Zhonyas. Harass Fizz frequently and deny him farm since he is melee. If he tries to push the wave, let him and just farm under tower. That way, if he wishes to harass you he will have to come close and you'll be able to charm him or at least get him to jump away.
---Laning against a Katarina is similar to laning against a Zed. Her q can bounce so make sure you keep a bit of distance from your minions when she uses her q. She can shunpo to you to try to proc her q but if she does, just reply with charm and damage her a bit. When she gets ult, alert your team because she will usually choose to roam. Save your charm for her ult, since it will interrupt and she won't be able to do much damage. You can easily outfarm her since she's melee. However, if you ask for a gank, make sure you know whether her Shunpo is on cooldown or not, because she can just e to her own minions and you won't get much out of that gank.
---I've never played against Orianna as Ahri tbh. Just don't try to trade autos with her early on since her passive gives her bonus damage. Avoid her ball and keep track of when her shield goes on cooldown, because it gives her bonus magic resist. She doesn't have a lot of sustain in lane so let her try to harass and wait for her to drain her mana.
---Laning against Azir is brutal. He can zone you easily with his sand soldiers and they do quite a bit of damage if you can't stay away from them. Remember to poke when his soldiers are not up and quickly back away from attack range of them. As far as I remember, you cannot jump over Azir's ult with your ult (might have changed) so if you want to position to land a charm, maneuver yourself around his wall to the side and charm him. Remember that if he wishes, he can escape from a fight by dashing to his soldiers. You won't be able to chase him without ult. If you choose to ult and chase, be careful, since it may be a bait.
These are a few of the midlaners I've had a lot of experience with. There are many that I didn't get to but these are probably the most common in ranked games.
Charm does more single target damage than W. It's also got a longer/safer range than W. It's best to max second when you're trying to get kills and pick people out of a crowd at times when it's not safe to followup.
W does more damage in sustained fights when you can actively use all 3 charges. It's best if you find yourself kiting back or chasing down targets a lot.
