Question about Deathcap and Viktors Hexcore

So I know for Viktors Hexcore, it says +X ability power per level, which to me means that even if I buy the final upgrade at level 10 ill still wind up with the same bonus AP from it once I reach level 18 as I would if I hadn't bought it until level 18. Is this correct, or is there some nuance to purchasing these items that ends up allotting a high AP bonus by the end?

Sort of the same question for item 3089 actually. If I buy this item first, does the 35% increase continue to apply to my AP after I buy more items or should I wait to buy Deathcap until my 3rd or 4th item?

Yes and Yes.

For Hex core, getting it early gives you access to more AP more quickly, but gives the same overall. Death cap makes all the AP you have and potentially will have increase by 35%, so no matter when you get it, you will always get the same bonus for the same amount of base AP.
