Well, yeah, you could swap between tabs or have a second monitor but not everyone has two monitors plus this is pretty clean and simple.

...downloaded from github but am not seeing any installation instructions. No .exe to run. What am I missing?

you have to find the file that it downloads as (it should be a .zip file in your downloads folder), then unzip the file using something like winzip or 7zip.

Yeah, I meant, after unzipping, there was no .exe file. Nothing I could run, or install.

hmm, idk how to help you then because i'm not very good with computers and it gave me a .exe file, a readme file, and a few other things when i unzipped it.

there should be a file that just says "TFT Overlay" and has a picture with a blue rectangle in it. Double click that and it will pop up. After that it will be in the top leftish of your screen. click on an item and will show a drop down menu of all the combinations. The font is very light so it shows up in game so if you're not in game. it may be hard to see the font.

It definitely has an executable file in it. If it is not there for that person above then their Anti-virus is flagging the .exe as a false positive and quarantining it. All he has to do is check his anti-virus. Also if you look in the .zip file before looking at the unzipped folder, you clearly see the .exe.
