Stupidly inconsistent champion pool

Ok, so like 4 enemies went noble, ended up with about 3 tier level champs, Vayne, Garen, or Fiora... Yet I decided to go demon, scoping out that only one enemy (An enemy who lost first in the whole game) was the only one going demon build as well. I get 2 star on all my champs but suddenly can't pull a single demon champ once I hit level 5. Ridiculous, as I flip through and find I can continue to pull Vayne, Garen, and Fiora through all my refreshes. Fix your shit Rito.
