wouldn't say so, it all depends on the composition.
Gunblade is insane on Aatrox or eve, Sojin is mighty, Warmongs can be strong on some frontliners same with dragonclaw FH and thornmale, IE and BT on someone like draven get nasty, 3 of the 4 strong on-hit items don't have recurve, rabbadons can escalate with the scorc buff, a 200AP cho just 1-shots the screen...
