Is there a champion that applies Grevious Wounds in teamfight tactics?

I’m getting sick of always seeing woodland druids early game healing so much you don’t do any damage to them (Yes I know they fall off late game but I would rather spend my gold getting the team comp I want instead of being forced to get woodland druids just to win early game).

The other issue is everyone goes for Vlad and he heals too much, it feels like the only counter is to get Grevious Wounds but you have to be lucky to get the ingredient items.
