Occasionally they take skin ideas, but despite the fact that I've seen some really cool concepts, I don't think they've ever even vaguely used a champion idea. They say it;s for copyright reasons but why not just put a disclaimer that if you post one, they can use it? It feels kinda pointless to post here.
Original Fiora was a champion concept, as are a solid amount of abilities for various champions.

If the only point for you is rito's recognition, than there is no point.
Sometimes you read a concept and then see something very similar come up in an ability or a skin but who knows if that is Riot taking inspiration or just 2 people having the same idea. I imagine they'll never just directly take a new champion from someones concept, probably too much hassle with intellectual property and stuff.
