Well Ryze is getting a VU(he is not the next on the list,but he shouldn't be that far away either),so it is possible that they'll add a little extra to his skins.

It's not that hard to do it now before the VU. Literally all they have to do is color it purple.

Yes it's fairly easy to do, however, they do have a set schedule of things to do and a certain amount of time and resources given to each. So it's really not that easy to just pull something else into the mix when they have to get through a large amount of things already.

And for the most part, older skins didn't have the effects and such that you see in newer skins because they didn't always follow the template that they use for them now. Most of the time they won't change any of that stuff even when champions get updates, only a few recently got changes like Firefighter Trist had the water effects added (to where it'd be close to a 1350 now a days)
