To some extent, it does. It doesn't make sense to just willy nilly hand out a skin of it has no relevance to a character or works with their general motif/personal. A man in a leather coat on a motorcycle with a shotgun is pretty much a modern version of Graves, and making Gangplank a sheriff skin is a little odd considering he's essentially a pirate king.

Well, I don't think that Draven has much to do with black holes but he got a dark star skin anyways.
