pls can we have custom summoner icons
IK ppl use it to say offensive stuff or draw dicks n whatever but wouldn't it be cool?

Unfortunately it's easily subject to abuse, as you yourself mention. Riot would have to find some way of vetting each icon separately, and that's just too much work for something on the scale of League. Would be kind of cool though, if there were some way around the obvious abuse cases. Without that? Not going to be possible.
