[Champion Concept] Tams, The Savior of the Outlands

Hello! This is the next in a series of champion concepts I came up between 2012 and 2016, and submitted to Riot as part of an ill-fated game design application back in April 2016. Some of the lore concepts or references to in-game mechanics may be out of date now, but I'd still welcome any feedback (also about the post itself, somewhat of a forum noob). My notes are in brackets, question marks denote sections I thought would need balancing.

Abilities: Youthful Exuberance (Passive)- When Tams has more than 50 energy, he gains 50 bonus movement speed. Copper Plating- Tams reaches into his pouch for a copper plated stone, and fires it at an enemy dealing [+AD][+AP% of target’s max HP] physical damage. [1?s CD, costs 55 energy] Smoothed Edges- Tams makes sure all his stones are perfectly smooth, passively gaining [20?] energy on critical strikes. He can activate this ability to gain [5/6/7/8/9] crit chance for [10?] seconds, losing the passive bonus while the ability is on cd. [20?s CD] Eagle Eye- Tams has an eye for valuable stones, spotting extra gold dropped by minions. [1s? CD, +10g on next minion or monster kill, costs 20 energy] Stone of Gold (Ultimate)- Tams selects a precisely shaped piece of gold and lines up a perfect shot, dealing magic damage to his target followed by the rest of the enemy team in order of distance. [2-3?min CD, costs all of Tam’s current energy, can only be cast above 25 energy]

Lore: In the outlands of Ionia, the massive conflicts of Noxus, Demacia, and Ionia are but a newsworthy item passed by word of mouth. The daily struggle of these folk is with bandits, minor warlords, and the occasional bored band of roving soldiers. For a long time, their lives were a struggle to survive, until one day Tams stepped up. Armed only with his slingshot, he took out a band of Noxian soldiers that were harassing a farmer and his family. Since then, he has inspired his fellow outlanders to stand together and make a better life for themselves.

[Notes: Tams has a ranged auto attack and spends an energy resource bar. He has one of the lower base movement speeds in the game. He is balanced around energy usage and ability prioritization rather than ability cooldowns. His ultimate is global and is nearly instant for the initial target, but takes ~3-4 seconds to reach the final target, with the rest of the team at even intervals within that range. The ult has a minimap and visual telegraph and reveals champions affected for the duration.]
