Champion Concept based on waterbending

I've made a champion concept based off of Avatar the Last Airbender before, however this one bases itself entirely on waterbending. (If you have no idea what I'm talking about I recommend the show cause I liked it.) Here's the concept.

.For sake of concept I will simply refer to this champion as The Waterbender.

Passive:

  1. Gain 15% bonus movement speed in river and base.
  2. Abilities are empowered if cast in base(any map) or within 800 units of river(SR).

Q: Waterwhip (I would imagine basic attack range to be 525-575 units) Empowers next basic attack to have 150 bonus range and deal an additional 50/70/90/110/140+(60% ability power) magic damage. If The Waterbender is in base or within 800 units of river the bonus range is increased to 250 and scaling increases to 75% ability power magic damage.(scaling goes up by 15%) cooldown: 11/10/9/8/6.5

W: Vortex The Waterbender summons a vortex of water and proceeds to ride it, drifting 2400 units over a period of six seconds. The Waterbender can use other abilities while riding the vortex. Any enemies The Waterbender drifts over will take 120/160/200/240/280+(65% ability power) damage and be silenced for 1.5 seconds. If The Waterbender is in base or within 800 units of river the range is increased to 3000 but the duration remains the same. Additionally the cooldown of Waterwhip is decreased by 2 seconds during empowered state. cooldown: 30/27/24/21/16.5 (the reason the damage is so high is because I would imagine landing this ability to be very difficult.)

E: Power Shift (Ik it's a bad name) The Waterbender summons a ring of water around them for 3 seconds, upon taking a basic attack or an on-click abilty from an enemy champion the ring will block it and return a surge of water at the enemy dealing 50/70/90/110/130+(40% ability power)+(10/15/20/25/35% attack's damage) damage. If in base or within 800 units of river this ability will have an ability power of scaling of 50% and will last 2 seconds longer if not struck. If cast during Vortex this abilty will block the next two attacks instead of just one. max return range:850 cooldown:25/23/21/19/16

Oceanic Entrance: The Waterbender summons a wave to ride upon becoming untargetable while in the wave. If cast from within the river the range is increased by 800. Any enemy the wave hits shall be carried to where the wave crashes(carried with wave) and will be unable to act(but untargetable) while in wave. The Waterbender may reactivate this ability to exit the wave but the wave will continue. When the wave crashes all enemies take 100/150/200+(30% ability power damage) range: 3500 cooldown: 240/210/175
