Is Twisted Fate eligible for a rework?

As the title says^

TF is a pretty old champ and though I think he is still powerful to some extent, he has fallen off to champs of the latter roster such Yasuo and Zed. You see fate is of an elder champ design of simple and potent playstyle with little individuality out of what was intended. Meaning he can't dash over enemy units every 0.5 seconds and has shield with the potential to block all projectiles (even ult projectiles) for the duration Yasuo; nor can he become untargetable for 0.75secs and have to shadows at his disposal to reposition allowing him to further juke abilities after the initial cast and distort the enemies attention Zed. They both negate TF stun which is a huge portion of his power.

Your average tf main will have item 3100 and item 3285. Now standard procedure would be passive E proc+ LB proc+ LE proc + W proc. This is where most your dmg comes from and a simple windwall or deathmark invulnerability cancels it, when that happens your derped :-\

Nope his playstyle is very binary, stun target and poke with Q either you have or have not the dmg to kill them, if you don't you have to back off and wait for cooldowns. Which is sad because they probably will kill you after.

Not to mention his passive being completely useless when he's full build. You fixed ashe's passive, can you fix his?

TL;DR: TF's playstyle is old and binary and modern game mechanics are greatly diminshing his impact. His passive because useless at full build.

Zed and Yasuo counter him, but that isn't unhealthy in itself nor a sign for weakness; they simply have kits that allow them to fight TF efficiently.

Also I'm really not a fan of TF AP. I find TF AD much more efficient and a weird kind of assassin; if he stuns anybody out of formation, that guy is dead. He allows for easy stuns, great team synergy, and horrendous damage against the enemy frontline. What's more, his passive grant him bonus income on the botlane, which is very important; also the new AD starting item gets him even more gold now! Since you get a slow/stun and insane attack speed, you also kite like a boss (even though Ashe is better, true).

Finally he got his ulti to get vision on potential assassins like Vayne, Rengar and Shaco who would take him out and can swiftly TP away to either get a kill or escape quickly. So TF is still far from obsolete; he just needs little changes here and there.

What you said about passives having to be useful all the time is false in my opinion. Having an early-game oriented passive allows you to have a better laning phase, which you have to capitalize on. Aq I said TF's passive gives him a ton of money, so if you play right you'll jave a better equipment quickly.
