We currently don't have plans to make PAX Twisted Fate available again.

I don't have PAX Twisted Fate, I only have the other PAX skins.

But if they were released as purchasable skins, it would be a major "fuck you" to the people that were dedicated to League of Legends in its early years. Also they're PAX skins. So I don't think they'd even have a chance to be brought back without a huge PAX event where you have to pay $500 to enter.

Championship Riven MAY be brought back during the World Championship 2016. As Riot have stated that it is the only way they'd like to bring her back for a limited time, in a bundle with 4 other Championship skins for that duration.

And as you said, Riot Squad Singed probably won't be returned, as it was never purchasable in the League of Legends' store to begin with. Also it's a skin that's relatable to the early years of League. VERY early years.

I have recently been talking to riot staff and from what im hearing it is completly unavalible this means mystery skins myster chests and in game give aways you will be unable to unlock pax tf i hope this helped.
