Can We get Syndra's Run 2 animation at a lower Movement?

I love and I would love to see her 2nd run animation more often. We wont be able to see it until syndra reaches somewhere between 410-430(i think not sure) movement speed. Can it be lowered since syndra wont ever need to build so much MS? lol
