Popularity ALONE shouldn't equate buffing, but if a champ is played alot by the player base and still has a subpar winrate then you know he's not in a good position.
No, in fact it depends on the champ. If a champ is supposed to be hard or intricate of sort, and played a lot by the player base, their win rate is supposed to be subpar. It's basic statistic 101. Because if a hard champ is balanced at the balanced benchmark and that they're enjoying high popularity, a lot of bad players will drag the stat down; because again, the champ is supposed to be harder to get around, and most people simply aren't good enough. So if you balance a champ like that to be about 50% on average, effectively meaning even bad players are doing reasonably okay on the champ they're not supposed to be good at, this champ effectively becomes overbearing or even overpowered, or in other words, "overtuned", when in the hands of experienced players who knows what's up.
This has historically been Riot's balance blind spot for a great deal amount of time, and I can't believe there are people still haven't figured it out yet.
Flexible champs with high popularity are supposed to have a subpar win rate, Riot and some of us in the community really needs to get this into their head for once.
