Why doesn't a skin over 975 RP have a special recall animation? Give the little yordle some love!

Dragon Tamer Lulu was one of the first two 1350 skins ever released, the other being Mecha Kha'Zix. At that time, recall animations were not yet a part of the design process. The one that bugs me most is Pool Party Ziggs. He's the only Pool Party skin with no recall animation, despite 3 of them being a lower price tier than he is.
As other have said, recall animations weren't added in as a feature for 975 RP+ skins, or for champions until after this skin was released. This was before we had more clearly defined price tiers, and the kinds of bells and whistles each tier would have.
What about Pool Party Ziggs? That was brought up too.
So while every other Pool Party Skin have a cool recall animation....Pool Party Ziggs DOES NOT! What the F!?
Recall animations for 1350 and above didn't really start happening till Riot reformatted their design process. It's just like how if you look at legendary skins like Ice Toboggan Corki, Alien Invader Heimerdinger, The Magnificent Twisted Fate, ect.. they have no recalls, no new particles, No new voice over but are still classed as Legendary.
Really doubt they will ever go back over most of the skins and add anything special unfortunately. Only exception is when they give a champion a visual update have they begun to add smaller updates to some of these skins, i.e Firefighter Tristana now has unique particles.
Just saying, there are still champions that have high price skins but no special animations what so ever..
