Champion Concept: Umbreene, the Lethal Maiden

Umbreene is an assassin that uses marks to target and assassinate enemies. I picture her using magic with one hand and a knife with the other.

Passive: Singled Target. Once every 90-35 (levels 1-18) Umbreene can mark an enemy after a one second delayfor 5-15 seconds (levels 1-18). This mark interacts with Umbreene's abilities. (Umbreene must be within 1000 units of an enemy to mark them). note: during delay enemies will see Singled Target mark forming.

Q: Shadowed Bladework Umbreene fires magic in a line dealing 35/55/75/95/115+(75% ability power) magic damage, if an enemy is marked Umbreene will dash to them and perform a plunging attack with her knife dealing 20/30/40/50/60+(135% attack damage) physical damage. range: 550 cooldown: 15/13.5/12/10.5/9

W: Umbral Folds: After a brief delay (in which Umbreene is slowed by 35%) Umbreene blinks either 500 units away or within 300 of an enemy marked with Singled Target. maximum blink distance: 1500 cooldown: 25/23/21/19/17

E: Darkening Empowerment passive: Large Monsters within 550 units are marked with Singled target, granting vision of them. Enemies will not be able to see this. Active: For Umbreene's next three basic attacks she gains 30/40/50% attack speed and 20/40/60/80/100+(25% ability power) bonus magic damage for each. (these attacks will deal 25% bonus damage to minions and large monsters.)

R: Final Blow Umbreene explodes Singled Mark dealing 50/150/250+(35% ability power)+(20/30/40% enemy's missing health). range: 350 cooldown: 50/45/40

Could do better aesthetically to allow her next basic attack to mark her target (limit that to champs only if you don't want it procing on minions) and not being able to mark the same target for 90-35s. Gives her a little more outplay potential by being able to mark a target, flash on a completely different one and burst them out, then Q back to that 1st mark for an escape.
