An Impractical but fun concept for a true Marksmen-Support champion
Lets assume this champion has 550 range for now.
Passive: Whenever an enemy champion deals 30% of a nearby ally champions health within 2.5 seconds, they are marked for 3 seconds. The next basic attack against a marked enemy gains 250 range, stuns them for 1.25/1.5/1.75 seconds, and deals 4%(+3% per 100 AD) of own maximum health as bonus physical damage. 25/20/15 second static-cooldown.
Q: Active: Fires an arrow(or bolt?) in the target direction dealing 60/100/140/180/220(+110 AD) physical damage to first target hit and slowing them by 30/35/40/45/50% for 4 seconds. 10 second CD, 900 range, 50-90 mana.
W: Active, 25% of all damage you deal heals allied champions near you and the target(does not heal self, does not stack), 1/4 effective against minions and monsters .5 second CD, 350 range stemming from target and self, 40 +30 mana per second.
E: Passive: Gain 4/5/6/7/8% + 4/5/6/7/8% attack speed for each nearby enemy and allied champion. 900 range.
R: Active: Place a target-able tethered-Orb with 30% of your maximum health at the target location which lasts 5 seconds unless killed or until tether breaks. The next allied champion that clicks the Orb will enter it and become invulnerable for up to 5 seconds or until the orbs health is depleted, during which they are healed for 20% of the Orbs Maximum* health per second. Enemy Champions can damage and kill the orb at any time with or without a champion inside, reducing the potential duration It can hold an allied champion. Once a champion is contained, the orb becomes mobile and follows quickly behind on the tether, increasing your movement speed by 40% while it lasts. 120/100/80 second CD, 800 Initial cast, 250 when mobile, 100 mana.
No debates just fun to use imagination, but I will say It seems justifiable to me.
