Hey all, been a while since I posted anything, felt like revisiting. Below I have a little rework that may or may not amuse you. Can't say its needed, but I would probably have more fun playing Blitz with this kit.
PASSIVE
Steam Innervation STATIC COOLDOWN: 120 / 90 / 60 INNATE: Standing still for 3 seconds without acting or being acted upon will cause Blitzcrank to briefly shut down, restoring 25% of his maximum mana over 5 seconds. Taking any action or being acted upon will cause Blitzcrank to reboot after a brief delay.
I moved Blitz's shielding to his W to make him feel a little more like an in-the-middle-of-things pseudo bruiser who doesn't rely so heavily on baiting with his passive and/or having it popped accidentally to poke and such. In its place, I gave him a little recharge mini-game that gives him a refreshing boost at the cost of leaving himself exposed, but put it on a decent cooldown to prevent Blitz from just AFK'ing all the time. That said, definitely should be rewarding if the enemy pokes you out of your nap.

Rocket Punch COST: 100 MANA COOLDOWN: 22 / 20 / 18 / 16 / 14 ACTIVE: Blitzcrank fires his right hand in the target direction, knocking back the first enemy hit to the end of his reach. Enemies hit by the displaced enemy receive half of the damage and are briefly knocked up. PHYSICAL DAMAGE: 10 / 30 / 50 / 70 / 90 (+110% TOTAL AD) (+ 70% AP)
So, a lot of people probably wouldn't like this at first glance but I wanted to cut out a lot of the level 1 Blitzcrank cheese that occurs with his current Q. Rest assured, Blitz isn't losing his pull altogether, it is just becoming a level 2 requirement by leveling his E. That said, the iteration of Blitz's Q seen above gives the guy a whole new tool for peeling his carries, wave clearing, and pretending he's lee sin.

Overdrive COST: 30 / 50 / 70 / 90 / 110 MANA PER SECOND COOLDOWN: 3 TOGGLE: Blitzcrank rapidly drains his mana to optimize his performace, gaining bonus attack speed and movement speed. While Overdrive is active, Blitzcrank shields himself for a percentage of the mana spent, capping at 20% of his maximum health. ATTACK SPEED: 30 / 35 / 40 / 45 / 50% MOVEMENT SPEED: 30 / 35 / 40 / 45 / 50% PERCENTAGE MANA SPENT CONVERTED TO SHIELD: 5 / 15 / 25 / 35 / 45%
Very similar to his current W, I decided to make this a toggleable GO-TIME ability that rapidly drains mana in exchange for allowing Blitzcrank to shine as a temporary bruiser support. I think using this for high moments then following up with the passive recharge should make for more interesting gameplay.

Golem's Grip COST: 30 MANA COOLDOWN: 22 / 20 / 18 / 16 / 14 ACTIVE: Blitzcrank grabs the next target he basic attacks or hits with Rocket Punch, pulling them to his location and suppressing them for 1.5 seconds. Blitzcrank cannot move or attack as long as the target remains suppressed.
So, kind of thinking along the lines of bear hug here. Again, was mainly aiming for splitting up the level 1 current pull into a level 2 capability. What this skill does though, that is a net positive I think, is allows Blitz to push away an enemy diving his carry, then stop another if he so chooses with an auto. It may look a bit lackluster, but I think this would function very well overall with the rest of his kit.

Electrostatic Discharge COST: 100 MANA COOLDOWN: 120 / 100 / 80 PASSIVE: While Overdrive is active and Blitzcrank is in combat, he fires a lightning bolt at a random visible enemy within a 450 radius every second, dealing magic damage. BOLT MAGIC DAMAGE: 100 / 150 / 200 (+ 20% AP) ACTIVE: After a brief delay, Blitzcrank releases a pulse of static electricity, suspending nearby enemies for 1 second. Blitzcrank then detonates his static field, dealing magic damage to nearby enemies and knocking them a short distance from him. DETONATION MAGIC DAMAGE: 200 / 300 / 400 (+ 80% AP)
Here I wanted to capitalize a little more on the overdrive and emphasize Blitz's shocking dueling powers. In all seriousness though, I wanted a way to allow Blitz to make use of his passive rather than just blowing his ult all the time for damage. This iteration would give Blitz a more utility ult on par with Zyra's (albeit not cast at range) whilst allowing him to retain the lightening bolts if he has remaining mana.
