[Champion Concept] Phyren, the Voidborn Commander

Seeing as Swain is getting reworked into more of a dictator than a tactician, LoL now no longer has a thematically or mechanically tactics oriented character. Thus, Phyren is born. He is a support who focuses on targeted buffs and debuffs and uses them to control the direction of a teamfight.

Phyren was born as an urchin on the streets of Noxus, never knowing his parents or background. However, he had a gift for commanding others. Joining a Noxian street gang, he remained lowly until the group had a chance to raid one of Gangplank's ships. Phyren was able to gauge that Gangplank himself had left the ship but was returning soon and, making his case to his leader, he lead the gang to plunder the ship and take its gold. The Commander, however, was Talon in disguise - seeing his gift for command, Talon recruited Phyren at the young age of 17 to lead a squadron of Noxians. Their mission was to scout and, if possible, destroy a nearby void gate that had opened. Phyren set out with just 20 men, undaunted by the task. However, the void creatures attacked as the men were setting camp, and the squadron was slaughtered... except Phyren, who jumped into the void gate just before he was eaten devoured. What happened there, Phyren never speaks of, but when he returned to Noxus, bloodied and battered, he was changed beyond recognition. Now, he seeks to lead the Noxian forces along with anyone who will join him in a desparate battle against the void.

Stats:

Phyren has low base stats other than mana, and has 550 range due to his squishiness and need to "stay behind his troops"

Passive: Commander's target Phyren marks champions hit with his E or Q for 4 seconds. Marked champions take 50/100/150 (+ 20% AP) (increased by .5% for every 1% of their missing health) damage from his allies' basic attacks. This effect can only be procced once per ally (the mark is not consumed, but the ally cannot deal the damage again if it is not reapplied)

Q: Void Assault Phyren fires a fast moving void-like skillshot in a direction. The LAST champion hit will be dealt 50/100/150/200/250 (+60% AP) damage, will be stunned for .5 seconds, and will be marked with Commander's target

Cooldown: 15/14/13/12/11 Mana cost: 60 flat

W: Hold the Line! Phyren picks a target allied champion, shielding them for 40/70/100/130/160 (+60% AP) increased by 1% for each 1% of their missing health. If the shielded champion gets a takedown on an enemy champion marked with Commander's target, they are healed for the same amount.

Cooldown: 10 seconds flat Mana cost: 40/50/60/70/80/90

E: Scout Phyren sends out a void scout in the targeted direction, moving at 500 units per second in a line for up to 3000 range. If the scout encounters an enemy in a radius (kind of like Kled's charge) it reveals them, deals 50/90/130/170/210 (+70% AP) damage to them, slows them by 40% for 1.5 seconds, and marks them with Commander's target.

Cooldown: 30 seconds

Mana cost: 30/45/60/75/90

R: Inspire Cooldown: 120 flat

Cost: 100/150/200 mana Phyren inspires his allies to fight with a resounding speech, channeling for 3 seconds (interruptible by death or CC, and cannot move during channel). If the channel is successful, his allies are granted 40/60/80% movement speed and attack speed for 3 seconds, refreshed if they kill an enemy marked with Commander's target.

The problem with this champion is that it is too dependent on his allies. You would have to have your whole team focused on defending you and with the way solo queue is, you probably won't be that lucky. Then there is the issue of how if you do have that team, there have to constantly play around your abilities or you're pretty much worthless. When they do play around your abilities, then there would be little room for counterplay since you can use your w on a tank for incredible bull****, your ult to make your adc the definition of terrorism, and the vision control of TSM with your e. This champion would be similar to Azir, who is dependent on his soldiers and not having them means death.

This is a good concept, don't get me wrong. But considering how the game is this champion would be a toxic pick since you either obey them or they get angry at you. A few tweaks would make this a potential champion one day.

I was thinking lore-wise, he could eventually join forces with Kassadin because they have a common interest, preventing the void from taking over Runeterra.
