[Champion Concept] Lance: The Border Watch
Race: Human Gender: Male Birthplace: Piltover Residence: Outskirts of Piltover Allegience: Piltover/Freljord (Avarosan) Occupation: Former Gang Member/Piltie Border Patrol/Avarosan Spy
Abstract:
With over 300 confirmed kills of frost giants, assassins, smugglers, and other ne'er do wells who would threaten Piltover or the Avarosan tribe, the disgraced twin brother of Piltover's most effective detective has discovered a terrible secret that threatens both the Freljord and anyone around it. Returning from his self-imposed exile from his hometown in order to protect it from a far greater threat that any Zaunite gang member could possibly do to it, Lance fights on the rift in the mid lane, as the game's first ever true ranged assassin.
Strengths and Goodpicks:
All of Lance's abilities besides his ultimate modify his auto attacks in some way, shape, or form. As such, he is extremely effective with champs that can modify his auto attacks. In addition, unlike most other ranged carries in League of Legends, Lance specializes in hit and run tactics over long term engagements. Champions that can disrupt entire teams and keep the squishy rifleman alive long enough to ignite the enemy team and drop an avalanche on them are teams that can easily but the wombo into Lance's combos.
Works well with:
With a durable shield that offers auto attack modifiers, as well as an ultimate that knocks up an entire team if cast at the right time when Lance charges through with his passive or ultimate, Lulu can help offset Lance's early weaknesses and give him the extra protection he needs to regroup, regenerate, and hit the enemy again if he doesn't do the job right the first time. Lance always gets his man.
Braum and Lance are lethal together. If Lance casts Slide By while concussive blows are on Braum's target while his lazer rifle has at least two charges on it, it is a guaranteed stun, giving Lance breathing room to reload and crit, or to add another non-crit basic attack for quick burst damage. In addition, since Lance's ultimate, while being an avalanche, does not slow, and as such enemies can flash out of it's significant damage. If hit by a Braum ultimate beforehand though, that does not become an option.
If for some reason Lance takes his abilities as a designated AD carry, Orianna can make his roams to mid lane extremely deadly. With a speed boost, a shield, and the ability to turn a small area into a moshpit for Lance's Avalanche!, Orianna is an invaluable ally.
Struggles Against
Lance is very dependent on vision, as he posseses no forms of stealth. Champions that can remove that vision from him can cause Lance to barrel into extremely unfriendly territory. In addition, slows remove his passive's effectiveness, and any form of hard crowd control will leave him a sitting duck. Lane bullies tend to make short work of Lance's pretty weak early game.
With a blind, huge early game pressure, free vision for gank alerts, a channel cancel and hefty slow, as well as an ultimate that speeds her up faster than Lance with a fully stacked passive, Quinn is Lance's hard counter.
Vision control is very important when fighting Lance, and Graves' smoke screen can make very little work

Abilities
#Passive: Freljordian Ski Infantry
Lance's autoattacks come with no movement penalty. In addition, when Lance has not taken damage from towers or enemy champions, he gains the Momentum bonus, granting him 10 / 14 / 18 / 22 / 26% bonus movement and attack speed at levels 1 / 5 / 9 / 13 / 17 that gradually doubles over another five seconds when moving in the same direction. In addition, while Momentum is active, he gains bonus effects on Dropshot and AVALANCHE!. If Lance fully turns or takes damage, he disables gaining any additional movement speed bonus he gained for five seconds. If he is slowed, or takes damage twice while this grace period is active, the bonus movement speed is instantly removed until five seconds have passed.
Since Lance's W is an integral part of his kit, it is always taken at level one.
#W: Cranked Mana Cost: 90 / 80 / 70 / 60 / 50 Cooldown: 3
Passive: Lance's lazer rifle comes with unique properties.
-
** Destroy them with lazers!**: Lance's auto attacks scale with 110% of his AD, but can never crit without the active component of Cranked active. Because his rifle fires lazers and not traditional projectiles, it connects with the target almost instantaneously, and will not be blocked by Yasuo's Wind Wall, or Braum's Unbreakable.
-
It's all in the name: Lance has the highest attack speed in the game numerically, but his DPS is much lower in reality. After every auto attack, Lance has to crank his rifle to reload it. The cast time is reduced with bonus attack speed, but he will never realistically attack as fast as his other ranged carry counterparts without Slide By active. If he casts Cranked while the battery is empty, he will instantly reload, and reset his attack timer.
Active: Lance cranks his lazer rifle until he maxes out the battery, or he attacks an enemy. When his rifle is cranked, his next basic attack within 3 seconds is guaranteed to crit, and will strike all enemies within his auto attack range in a line, dealing 110% AD + 10% AD per crank + Critical Strike chance physical damage to all enemies in a line, and will Immolate the targets, dealing an additional 75% of his total AD as bonus damage over time over three seconds. Critical damage modifiers from Infinity Edge will be applied to the Immolate damage, dealing 100% of his total AD as bonus damage over three seconds instead. Additional crits will refresh the effect, but not stack it.
The number of times Lance can crank his rifle is 2, increased by one per level of Avalanche!.
For the purposes of Warlord's Bloodlust, only the first enemy champion hit will be critically struck. Subsequent enemies after the first one will take 20% reduced damage down to a minimum of 50%, but will still be Immolated.
If he does not successfully attack a target within the three second period, he will be refunded 50 mana over a period of five seconds.
#Q: Slide By Mana Cost: 70 / 75 / 80 / 85 / 90 Cooldown: 15
Active: Lance switches the fire mode on his rifle to fire from cranking instead of pulling the trigger, turning it into a burst fire lazer cannon. Lance's attack speed and critical strike chance is normalized with this ability, but his attack damage is modified to 60 / 70 / 80 / 90 / 100% of his AD. Critical strikes will still Immolate his target.
He will fire 1 shot + 1 per crank of his rifle (minimum two shots) to a target enemy champion, staying fixed on his movement path. Enemy champions can leave the auto attack range to dodge the attacks, and his auto attack range will be visible to them while this ability is active. Rapidfire Cannon's range bonus will last until the ability is completed, but only the first auto attack will deal bonus magic damage.
Dropshot Active: If he is Prone, Lance will instead spin in place, dealing 50% of his AD (+10% per crank of his rifle) to five enemies within his auto attack radius (prioritizes champions) and Immolates them. He can cast this ability even if he is dashing from the Momentum bonus, and Rapidfire Cannon will increase radius, but will still only deal bonus magic damage to the first target hit.
#E: Dropshot Range: 0 (Momentum inactive)/400(Momentum Active) Mana Cost: 60 / 75 / 90 / 105 / 120 Cooldown: 22 / 20 / 18 / 16 / 14
Active: After channeling for 0.5 seconds, Lance drops in place, causing him to dodge auto attacks and targeted abilities for 2 seconds (crowd control effects will still apply) and reduce damage from skillshots by 25% during this time. After the channel is complete, Lance will go prone, increasing his auto attack range by 110 / 120 / 130 / 140 / 150 (stacks with Rapidfire Cannon), and gains 1% armor ignore per 1% of his target's missing health, but cannot move. If Momentum is active when he casts this ability, he will dash at 1400 speed a short distance in the direction of his cursor. If Lance wants to move again, he has to channel for one second to get back up again, and will roll 300 units towards his cursor. Lance is immune to crowd control when channeling, but will be fully impacted by it once the channel ends.
Lance's abilities interact with Dropshot's bonuses. Crits from Cranked will have increased range, and Lance can cast Slide By during Dropshot.
#R: AVALANCHE! Range: 1000 Width: 500 Speed: 1800 Mana Cost: 100 Cooldown: 160 / 130 / 100
Passive: Lance can now crank his rifle up to 3 / 4 / 5 times.
Active: After channeling for one second, Lance kicks up a massive avalanche that barrels through all enemies hit, dealing 150 / 300 / 450 (+115% AD) physical damage to all enemies hit. Lance will always travel the full distance and is immune to crowd control during this time. This ablitiy is considered to be an area of effect skillshot, and will not be blocked by Yasuo's Wind Wall, or Braum's Unbreakable.
If Momentum is active, this ability has no channel time.

Official Transcript:
This was my first official case. No longer was I playing police officer, these rapscallions and thugs made it personal. It pained me to see my brother the target of these criminals simply because of his affluence, but I had to play it by the book. If there was ever to be law in Piltover, I had to do it properly. There is no room for bad cops when trying to establish law and order in a city like Old Piltover.
But to murder my father. I can't say I was surprised when my brother Lawrence ran off by himself to catch them. After all, they targeted him forever, it was much more personal for him than it was for me.
But I didn't even begin to comprehend on just how much they hurt Lance. They chewed him up and spat him out, just like they did Vi. More than I'm comfortable admitting.
It took me forever to reach the criminals' safehouse. There had to at least be a foot of snow. Bloody Freljord cold fronts. Of course Lance was going to make it there before me. I swear he must be one of those Iceborn the children's tales always talk about. Ever since he was little, the cold never bothered him, and he could jump like a jackrabbit even through the biggest snow piles.
Freezing my arse off, I finally made it to the safehouse. Perched right on the Freljordian border, an abandoned ski lodge. My blood boiled with fury, but I had to remain calm. I couldn't' get emotionally involved in this. I grit my teeth and wiped away my frozen tears, and trudged on through. I guess it was good I stopped when I did. Any closer and I would've became a mangled mess like Lawrence would be.
I heard the one sound I didn't want to hear. The sounds of Lance's Hextech Lazer Rifle blasting. Vi's gauntlets churning. What a nightmare. Either my brother is dead with my father,~~ or I"m going to be buried in paperwork from him going in all vigilante.~~
I readied my rifle to give ~~him ~~her an assist, but it was too late. Something happened. A massive plasma explosion. It looked to be Zaunite technology. And then another. This one was conventional. Forensics showed that Lawrence shot the radiator, blowing the place up. I'm not entirely sure what happened, all I know is that my brother's body went flying out the window.
Last thing I heard was a boy with a white mohawk a girl fitting Vi's description dashing away from the explosion.
Ekko: Vi: "Serves you right you bunch of stinking ~~Piltie ~~traitors! Hope you all suffer in the Shadow Isles for your treachery! You'll pay for this, you hear me? PAY!"
I couldn't pursue, my brother was in critical condition.
"LANCE! ARE YOU ALRIGHT? LANCE, SPEAK TO ME!"
His face had second degree burns on it from the explosion. That cheesy mustache of his he thought was cool was singed clean off. He had a wood splinter stuck in his neck barely missing hitting his corroded artery. His ear was almost sliced cleanly off.
"Cait? No... noo... oh... why didn't that explosion just kill me?"
"Don't talk such rot Lance, you daft twit, how could you be so reckless!?"
"It would've been better if I died. It's all my fault. Da's dead, and it's all my fault."
"Don't blame yourself for this Lance, you had nothing to do with this."
"...they abandoned Vi to die-"
"I told you she was nothing but trouble. Don't tell me you snogged her?"
"I didn't mean for any of this to happen..."
"Save your breath, I'm going to get you better."
I managed to treat the wound to the best of my ability. My brother ended up living, but I understand now why he wanted to die. He didn't make it in the end, but I understand why he wanted to die. No amount of words I could write in this report could convey my feelings for what I saw.
Cleaning his wounds, I stopped the bleeding around his ear, but it would never look the same again. When I cleaned the area I finally understood why my brother said it was all his fault. In a way, he was correct.
On the side of his head, where it would have been concealed by a normal, functioning ear, a tattoo, consistent with Vi's old gang, was branded.
#VII
"No, it can't be... Lance, why!!??"
Lance buried his face into my lap. He began sobbing uncontrollably.
These were last words my brother ever said to me before he exiled himself from Piltover in shame before he died.
"I'M SO SORRY CAITLYN... I'M SO... SO SORRY."
