That sounds like a thing that should stay. Lane bullies that fall off are perfectly healthy. The only time they feel like they aren't is when the game seems to revolve around the early/mid-game, which is a situation usually caused by the players and not the game itself.

He's miserable to play against, but really ask yourself: how many champions with early game power aren't annoying to play against? Zed and LB certainly aren't a skip through the meadow. Nor is Riven, or lane Mantheon, or... and the list goes on.

What makes Teemo so especially annoying besides his shrooms? He's not even the worst offender of his own strengths.

Hes not good early either tbh. It's either get fed as teemo and do good or just be annoying. He has poke that is annoying but you can easily 1v1 teemo even as someone who auto atks a lot. Hes a bad champ all around if you know how to play against him. It's just annoying when you get a penta kill and teemo shroom is there to kill you like wtf. I just don't want to play with or against teemos and the amount of teemo supps we will get omg.

Teemo's not unhealthy.

He's a lane bully that can only effectively bully a very small number of top laners. Even if he wins lane, his teamfighting ability is almost nonexistent because of his limited utility and very low DPS - he can't burst anybody, he can't lock anyone down, and the only thing he really provides is a high amount of map control.

Basically, Teemo is annoying to pretty much everybody in the game that isn't Teemo. He's not fun to lane against, nobody likes dealing with his shrooms now that oracles is gone, and his team doesn't like having him because you're basically forfeiting a strong teamfight phase in the hopes that Teemo's lane opponent will be similarly useless because they got shutdown.

There's also the fact that the dude has way too many skins, already. It honestly really annoys me that Teemo is getting another skin when so many other champions need one.
