LeBlanc was gutted in Season 7 and is badly in need of compensation buffs.
The bad thing about this is that people are going to blindly follow the build/player without knowing why it works or when to use it. Better players can get away with odd tactics.
Why is LB still a champ?
That also has to do with how AP LeBlanc just sucks, but crit is too strong

When I was first learning Lux sometimes I bought that splash damage critical strike item on her, but never have I bothered with IE on her. Fun, but that was back before Luden's Echo was a thing.
Movement speed items are good on a lot of champions that have skill shots so they can get into a range to improve their chances to hit their targets.
