Some Item Concepts that Interact with CDR
Cooldown reduction is way too easy to get. You can get 25% CDR off of runes alone and a

will get you straight to 40 (or 45) percent CDR. In order to get CDR in the past, you had to sacrifice damage. I was thinking what would happen if the reverse of this was done. The items here all take CDR away, however they are very powerful to counteract this. Keep in mind with these items it is possible to have negative CDR (meaning your cooldowns are longer than normal)
Sacrificial Doomblade

Stats: +100 attack damage -15% cooldown reduction
Unique Passive: Upon getting a takedown, your attack damage increases by 10% for2.53 seconds. If another takedown happens within the 2.5 second window this effect refreshes. If the 2.5 seconds pass without another takedown, this effect cannot happen for 10 seconds.

Stats: +95 armor +95 magic resist -15% cooldown reduction
Unique Active: You receive 60% reduced damage for the next 1.5 seconds. Cooldown: 60
