Actually that skin shows that her wings are torn and bleeding and that's why she can't fly anymore.

Watch Leagues very first cinematic, Morgana is flying and fighting her sister in the air. So she can fly. Case closed!

But it seems more cool to keep her being visually the complete opposite of Kayle though. Her "brokenness" adds an interesting theme to the whole "angel of death" thing.

Mages aren't known for their physical strength. Neither are angels for that matter. They're known for being skilled.
