I think that it was a thematic decision, not necessarily a decision out of visual-quality. It might also be because Taric is getting a VGU sometime late this year or early next year, and both him and Gangplank (Also Heimerdinger!) share the same voice actor, so they might have wanted to finish both Voiceover scripts at the same time.

Well it's a visual AND gameplay update, they probably were retooling his kit and had to make new particles, new abilities, new animations. I would be surprised if this were a level VU, probably closer to how was changed. Noticeable, but not very dramatic.

Don't see the problem with this? Obviously its for his GU, his model looks pretty good but they're changing some of his skills so they'll have to add some visuals to him and maybe they'll touch up the model a tad bit?
