More movespeed options for slow champs

Phase rush buff (last nerf made this rune gimped)

Fleet footwork rework - simply remove the sustain, for a tiny bit of attack speed. VOILA!

Glacial Augment - honestly this rune is amazing, but unless the items have like a 50% cooldown reduction then this rune gets outpoked/laned by everyone with Aery.

Ghost - seriously hate the last nerf to this rune. It should be high percentage movespeed at early levels and lower at later levels (NO BOOTS GHOST IS STUPID)

Swiftness boots - really need a buff, having ninja tabi or merc treads still beats swiftness boots. And being a champ with no CC with mercs vs a champ WITH cc WITH mercs is just unfair.

the problem with boosting movespeed options is that it'll allow ranged champs to more easily kite, unless the melee enemies also buy those ms items. This would then invalidate most other options other than some niche situations.

Yeah lets fuck up any scaling ADC that wants to try maybe have a chance of surviving laning fase

The reason some champions are slow is to allow their kits to remain strong. They're Huge Strong Bulky bruisers that move at a snail's pace. Its balanced because they're only a threat if they can get to you...which then is a huge minigame of their allies CCing you to help the bruiser catch up and your team kiting backward to avoid the juggernaut that's staggering forward.
