Why is the Victorious skin for a marksmen when the Championship skin is for Kalista?

RiotSocrates stated that the Victorious skin was for a marksmen a couple months ago, why are both the Championship and Victorious skins going to marksmen this year?

Victorious goes to the highest impact champ in the LCS happening to be an adc. So look out for victorious Tristana/Sivir

It's sivirs ult that would be earning her that skin and how dramatically it changes tides considering the LCS is all about picks.
